Sir, being physically handicapped does not affect criminal liability of any person especially in grave cases of murder. Section 300 of the IPC talks about murder and expect apart from mental disability or insanity there can be no exceptions to murder. Even the new Disability bill does not exempt a physically challenged man for murder.
