Dear Friend:

1. Be aware that Lok Adalat is not a independent Court, it will only a wing of the court and settles the disputes when matter referred by the Court for setttlment.

2. you can file a complaint before CONSUME COURTS AND ALSO BEFOE HON'BLE HIGH COURT BY WAY OF PUBLIC INTEREST LITIGATION PETITION pil)

3. you can lodge complaint with the government authorities like Department of weights and measures in Karnataka state.

Complaint can be filed in consumer forum by consumer protection groups or by an individual acting as a representative. Prospective consumer in my opinion can maintain a complaint in public interest.

yes, it is required to purchase a product with proper bill (if possible, in your name) if you want to file case against the misleading company.

under Consumer Protection Act, definition of Consumer is defined and you have to comply with the definition.
