Indian citizen duty to complaint against misuse of power

If Central Govt Employee is convicted by court for the offence punishable U/Sec 354 r.w. 475 A ( 1a ) of MMC Act as per Section 248 (ii ) of Cr.P.C . This complaint was lodged by very senior citizen of India ( Age 83 yrs ) to MMC. As the said Govt employee misused the power during the tenure. In this case the said Govt employee not disclose this details respective Govt. vigilance department than it become the offence under Indian Government Law of conduct applicable to Government employee ? Also Is the duty of citizen of India to bring this notice to Government under Public welfare and safety cause ? Can any Indian citizen appeal under " WHISTLE BLOWERS PROTECTION ACT, 2014 ".

I feel the question is not quite clear as to what is the primary answer that your seeking. If the Court has already convicted the Government employee, then what else is left to answer. Further clarification would be really helpful in order to precisely answer what you really want to know.
