How to become authority for issuing certificate

Hi, We are an employment consulting firm and want to have a new program in field of CSR (corporate social responsibility). The program basically is a step to step check of employee's equality(that whether female and transgender employees are getting employment or not), their employment security and so on. We have clearly made a check list and decided that if any company compliance all the checklist item then we will issue a certificate of equality. Our main concern is that how to become an authority which can issue certificate like for example do we need to obtain any ISO certified number or any thing else. Also is it possible that instead of our consulting firm, our one of the NGO (which is a part of our consulting firm) can issue the certificate to corporate? Please kindly clarify the doubt. Thanks
