Explain Section 22(1)(c) of the Industrial Dispute Act

I am confused with section 22(1)(c) of industrial disputes act.this section lays down the provisions for strikes.thoug i am posting whole section 22(1) but i want elaboration of subclause c.

Section 22(1)(a) states that a person working in a public utility service cannot go on strike without providing notice of the same, six weeks in advance.

Now, under sub clause (c), it prohibits the workmen from keeping a strike on any date before the date that is mentioned in the notice of strike. That is, if the notice mentions that the workmen will go on strike from, for instance, 25.11.2013, then the strike CANNOT take place any day before 25th November.
