Can a 16year girl elope with a boy who is 19without parents consent

No, elopement of minors is a punishable offence- since the girl is still a minor.

A case under section 362 (abduction) and section 366 (kidnapping, abducting or inducing a woman in order to compel to marry) may be registered against the boy by the woman's family.

 

Under the 2013 Criminal Law (Amendment) Act as well as the Protection of Children Against Sexual Offenses (POCSO),  such an act is a crime.
