What will be the consequence of the Guwahati High Court judgement about the CBI? Will the CBI loose its powers only in Assam which is covered under the HC's power? Will it effect the power of the CBI in the ongoing investigations namely the 2G scam?

The Guwahati HC judgement has been stayed and eventually overturned by the Supreme Court. It continues to hold and exercise its investigatory powers throughout India.
