Abuse of Parole

The recent news report seem to suggest that leave on parole is an escape route from the confinement of jail. What are the conditions and procedure on which release on parole is granted and how frequently can it applied for? Is there any restriction imposed on the released person and what are the consequences if the peraon fails to report back to the jail and is untraceable after that?! Also, can this privilege of sorts be used by any inmate of the jail irrespective of the nature of crime committed by him?So any criminal be a rapist or a murderer can be released under this law?
